TWCC had a humble beginning, functioning out of a void deck across the road from the current premises. Courses were held but these were very limited given the lack of facilities. The Management Committee worked tirelessly to raise funds for the new building and after a lot of planning, building of the new TWCC began. The new building was officially opened by Prime Minister Goh Chok Tong in 1994. It is built with an open concept in mind so that residents can feel at home at the CC. The signature clock tower has attracted visitors both local and foreign. The four faces of the clock bear the four different numerals of the various races in Singapore.
